Design and Planning engineers should be 2nd level individual contributor positions.

On the Mobility side over the last 10 years or so, I have seen the layoffs affecting the fake "engineers" maybe more than any other. The demo is usually a person that was good at their job in the field as a tech, and during the bo-m years took an opportunity to go into a RAN Engineering position, as a performance or support engineering type who may or may not have been good at that job. At some point when layoffs started ramping up and fat was trimmed, most of those non engineering degree holding "engineer" folks were shown the door.

TCP engineers all have degrees and the majority are science related degrees. There are lots of folks similar to myself with technical and graduate degrees doing non-technical work per se. A lot of folks have been shuffled around or jumped ship with all the Tech Dev outsourcings to other job roles. That is not to say there are not some engineers who may have the IQ of a house plant as the other person in this discussion mentioned but they did do the time and did get the degree. IQ tests only measure the domain of cognitive functioning and are only moderately good at predicting work and or financial success and have no bearing on ambition or common sense.

It might be helpful if the OP clarified what engineer title is being referred to specifically. If it’s the “Mgr OSP Planning & Engineering” title, that is a 1B IC title that’s not in the Technical Career Pathway. It’s not a true engineering role and can be utilized for many different functions (Local OSP design, OSP construction support, planning, etc). That’s why it has “Mgr” at the beginning. While some folks in that title have engineering degrees and are registered professional engineers, most are not. Depending on the required functions of the title, the ESM (Engineering Selection Module) exam can be administered for education equivalency.
I work directly with engineers in India and they are very knowledgeable and really know their subject matter.

Only if they reside in India should they be 2nd level, otherwise, they should be occupational making only around $48/hr.
no, they need to stay 1st level management jobs. even entry level software engineers are level 2 at AT&T. they are real engineers.
The engineers/lackeys in Construction & Engineering do not have professional engineer certifications or B.S. in engineering, why should they be level 2--that's ridiculous.
I wouldn’t miss this crew if they outsourced the work to middle schoolers.
Most of the engineers that I deal with have the I.Q. of a house plant. The title of engineer at the phone company is just that, a title.
They should be custodians.

ha...engineering is where they put managers who can't manage. That way they have no reports.
