Here the leadership and employees are horribly out of sync. It wasn't like that before. How did it get to be like this?

it's because of Chambers that we have AWS, Azure and GCP
Employees in high tech companies are excited and motivated by innovation and creativity. Senior executives at Cisco are trying to eat at the trough for as long as possible before anyone figures out they don't have a clue.
Those two motivations are diametrically opposed.
Because Chambers stuck around years after he should have been canned.
Nobody wants to hear dissent anymore. Before you could say that's not going to work because of abcd and people would consider the merits of everyone's opinions. Now if that opinion doesn't match your leaders even clicking on 'like' on other people's dissenting comments results in a phone call asking to explain why you aren't aligned and how we all need to be aligned.
Just not worth the hassle, check off the arbitrary metrics, learn some new skills, and collect a paycheck.
