Although a promotion was not "promised", it was strongly hinted for years. And has not happened. I'm a white female. Very good to excellent reviews. Most of my team is Asian Indian, a few white males, and the remainder are African American, Asian (other than Indian) males and females. I didn't get a promotion (none of the white people did). I'm not complaining, though, because I really don't want one. I like what I am doing, and a promotion comes with certain expectations. I'd rather focus on technical growth. Those that I've seen promoted to the next level are expected to drop everything at a moment's notice to chase some higher level's misplaced priority. I consider myself fortunate.

No one is ever “promised” a promotion or it would become a legal matter. Everything is always based on needs of the business and if you don’t have that “promise” in writing, you have nothing.

If you are a white male, your chances are very poor statistically (per capita) for promotion, due to firm diversity quotas. Best percentile chances at promotion at T, in order: L or G, minority, female, white, male. Numbers don't lie, so don't try to lie to me on this.
Are you a white male? If so, your chances of promotion outside of field tech work is slim to none in the L2/L3 space. Those jobs are only for diversity and inclusion candidates or pretty women. Those are just facts.
Yes. Absolutely. I’ve experienced this personally with a few bosses. Sometimes the boss was actually trying to move me up, then org changes happened. Other times it’s their way of stringing you along as long as they can. I just gave up on it. When I hear it brought up now. I say sure that would be great. Inside though, I know it’s a load of bs. Been hearing that same song and dance for years now.

No, it is not common at AT&T to be promised a promotion and not get it. Anyone getting such a verbal promise should ask for it in writing and see how fast they back pedal on it. It's more common to get no promise and no promotion unless you are a minority
yes, yes, yes! The promises are plenty but the promotion never happens. There is always one excuse after another but it really comes down to who you know well.
If your a Rep in COR, stack stack stack and say YES! 6 mths you will be in management and know nothing about how to run a store!! Its done dailey!
They will say wIt for your turn it will eventually happen. Then it never havens. While some crony gets promoted several times

If you are not a part of the inbred family, good place boy network, or an extreme a-s kisser your chance of going beyond 2nd level is not good. Only other way you make it without those skills is if you are the required flavor of the week. This company is sooooo lost.
YES…. Nothing is done until it’s in writing. Leadership has been screwing over folks for years, never trust anything unless it’s in wringing.

Yep, the old "managed out of the business" trick to save someones crony. Works that way with craft to L1 too.

There is no objective promotion path, you should know this by now. All depends on your manager, and the next level and next level. Navigating the org politics also requires unwanted exposure, no self preserving manager will walk this path. HR treats promotions as annoying paperwork, posting jobs for internal promotions is a complete waste of time.

When they need a head at the L3 level, whose do you think they're going to take? Yes, the newer one. Every single time. Nothing to do with job performance.
A promotion from L1 to L2/ L2 to L3? Or a progression from say professional to senior? Progressions should be easier since they don't tend to require a job posting. Did you ask the boss? If your boss previously told you that you were getting a promotion/progression, that was likely their intention, but it may be out of their hands in terms of when especially if your group is going to be re-orged. They hate you.
Keep chasing the corporate carrot. Explore the tuition reimbursement plan, do your time and move on to a company that really cares about their employees.
