IBM always make the wrong decisions... why are you surprised?
At first I didn't recognize the name but a quick search told the whole sordid story. Despite his pedigree (cuz he is an obvious dog) Bob Lord obviously knows nothing about tech so I can totally see how he was attractive to IBM and is an EVP there. But HTF was he involved in the grassroots of the information highway? Jeezus, even Xerox still exists.
