I heard our manager saying she cant hire for a position available in our team because there was a hiring freeze. That was a month or two ago. Nobody has been hired yet

That's I think is only in the US.
Lots of new grads and young kids (with very limited experience as always) are constantly joining in Japan.
Hiring for a couple of spots in my org
we just hired a dude in my group 2 weeks ago. another hire is going thru the interviewing process and should be onboarded by the end of June.
Probably 60-70% are being canceled, a small number are being put on hold, a smaller number for critical needs. The centers are still hiring because apparently there's an endless supply of under skilled workers available. It makes more sense to keep throwing money at instead of staffing the TAC with help, and competent help at that.
Depends on the group. Some are frozen some are not.
