new here. my manager is a jerk (insecure), the guy above him though is cool.

"Market leaders" do have quite a bit of say, especially if the branch manager is new/weak/incompetent.
They can. It all depends. If your manager is new, his manager my micromanage the process. It certainly doesn’t help if your manager doesn’t like you and unless you have visibility with his manager it will not go well for you most likely. Put a lot of time in your yearly review data. Spend at least a week on it. Reports, data, accomplishments etc.
You’ll get screwed because it sounds like your manager may not speak for you which is a requirement of receiving a good performance review. Move to a new team as quickly as possible.
Your in good shape tbh, my manager and his manager were the sole reasons my 13 yr career went down the drain after I was moved to a team with no background in or choice.
Place is insulting
I agree with Shoresy, higher ups do have an impact. Your manager will make suggestions (first cut) then his/her manager will make final adjustments. Adjustments usually don't go up more than one level.
If you think the level guy above him is 'cool', it is you that should be insecure.
What kind of snake pit were you raised up in?
Higher ups certainly have a say in how the perf pie $$ is handed out.
