When the technical path was first being promoted heavily, it was explained that the technical individuals would be valued as much as the management path people, and respected the same amount.
Then they kept ranking both in same groups and a person managing 15 people was always ranked higher than all the technical people, even though each and every technical person probably had greater impact. One justification was that the management ladder individuals needed higher ranking so they could compete better for their next manager job, while the technical ladder people were just going to stay in same job.
This was magnified when they moved technical people into CL 28 and ranked us against higher up managers. Basically the technical folks fill the bottom of the CL28 ranking while Managers got all top RG buckets.
In summary, technical contributors always lose to sponsored managers in ranking.
