Instead of trying boost morale in some way, our manager still hasn’t even realized that his job is to provide good communication about issues that are important to us. He just spreads bad vibes. Are there any managers here who know how to effectively lift employee morale?

What's Leadership?
Inspiration and Motivation have to be top down. If you think that a manager is producing bad vibes, it's probably because they are not receiving the support and mentorship by their leadership. You can't inspire and motivate if you aren't being inspired and motivated by your leadership.

I agree with the first post. In our function everyone from supervisor and above couldn't care less about the section, they just manage upwards to benefit their own careers. So yeah, I really don't care too.

It's not isolated to any one location like Annandale. Sounds like the majority of the US locations are saying the same about their management. The Gulf Coast sites Engineering Departments in the former Chemicals Business, other than the GCGV, has seemed to be the worst from all the posts.
I stuck around because I was paid well. But my supervisor only managed up as the team fell apart. Too many sups play this game as they think their job is secure as long as they’re in the club. Is the juice worth the squeeze?
There some really good supervisors who are great at inspiring, motivating, being transparent and everything that we want. Unfortunately they are not cut throat like the aholes that EM Corp really want. The new leadership behaviours are only used to beat people down.
