Yes - I was consistent top performer in my group. Manager decided to "spread the wealth". Without discussing with me, he took all my accounts and spread them amongst his team, and gave me white space accounts. Pi---d me off, pi---d my customer base off. I quit, got a better job elsewhere and started selling against IBM in my original accounts!
Yes, and that's why it makes no sense for HR letting managers to decide on your promotion.

I've seen managers sabotage their best employees because they didn't want to lose them...
They do all they can to keep them in their current positions because they make them look good...
They don't want to lose that, especially since most of them are incompetent as it is...
I've seen many good people leave the company because of this...
They hit a wall in their career through no fault of their own and they decide to take their skills where they'll be properly appreciated...
The company loses many great employees like this, but nobody seems to care enough to do something about it...
