Without getting in the merit of the question, are layoffs needed, another question is on my mind. If layoffs are necessary, why aren’t they performed more efficiently and with more transparency?
The decisions on layoff numbers and who gets cut is made before, and the fact is that they have a plan. Why do they have to make it such a secret proces, and why do people need to feel uncertain for a long period of time. The end result is the same. Do they have a reason why are they doing layoffs this way, or is the gaol just to torture the employees?

You have to keep people until you're ready. Hence the secrecy.
You want to stay under WARN numbers, to avoid the big announcements... so you're limited to how many you can lay off every 90 days.
