IBM is PIPing not RAing this time around... it is cheaper that way.
I personally got PIPed, and will be leaving IBM with probably nothing.

The lack of a public RA seems to imply IBM is having a better than expected 3rd Q. Given all of the “headwinds” announced during the 2nd Q analyst call, and the FCF modification, you certainly would have expected IBM to take some action. Perhaps the legacy bleed is finally slowing down, and the new strategy is getting some traction
in IBM speak, PIP="performance improvement plan". In the 1980s, PIP meant "peripheral interface protocol" (CPM 80). I'm so glad to be retired from all the bullship.
