They will only hire for senior leadership positions from this point until the end of year. Happens all the time. I know in my business unit that is what has been communicated.

They are just starting planning for next year. That means who they get to cut and jockey around for head count.

There will be zero growth in head count as they fear a recession and an impact to their profit margins.

TR doesn't pay enough to attract talent. We were already understaffed and now there is a "hiring freeze". This is incredibly stupid.

Roles were not being filled by TR as hiring by US employers reached its highest point in decades. Clearly in an inflationary bear market the roles cannot now be filled. Extraordinarily poor leadership.
