Managers would like to reward high performing employees with sal raise and promotions but our hands are tight. The additional investment in comp just brought our level to a similar level competition. Some employees deserve higher but unfortunate that I could not much and employee left.

I think you mean “hands are tied”.
No budget to retain anyone but plenty of money to promote third world clowns to fellow and bump the wife to director as a bonus!

Intel can’t compete on compensation with other better funded companies. Good people will take the better offers and so Intel is left with mediocrity.
OP, at least learn to communicate in complete sentences.
I know you are a manager and PowerPoint slides don't require complete sentences just bullet points suffice. But still complete sentences make a huge difference to communication.
