Intel is much further than two generations behind TSMC. The gap is widening not shrinking.

No chance, behind by two generations compared to the TSMC and Samsung technology.
Third in scale means far higher cost and less priority for tools.
Smaller scale means lower yield learning rate.
Intel is finished as a silicon leader, nothing but a silicon welfare company to be subsidized by stupid western tax payers.
