Years ago I attended a meeting in San Antonio with Handy Randy the keynote speaker amongst Districts & higher. I was personally ordered to not ask Randy any questions because upper upper mgt knew Randy had no answers and they knew I would, I could, I might & I did ask a few questions. I was an upper, but the upper upper manages were afraid for their own hides. Probably same today as in don't ask questions that you know those "leaders" can't answer?
