Promotion limitation

Is there any limitation for manager how many people you are allowed to promote annually ?

I think this is often true, but not always. I've seen many team members promoted with no additional compensation.

Internal promotions are rare. Why bother you are not getting another job and you likely won’t leave. There are always teachers pets but most of us will fall in the category of dream on.

There can be. A manager might be allowed, for example, to promote just two team members.

More about budget than a people limit. It’s not like there is a huge pool of “extra” money to promote. If I manage 10 people, and they all make 50K, I’m generally going to get 10K total for raises/promos (2% of total salaries). To give one of those 10 people a 10% raise with their hypothetical promo, that’s 5K, or half my allocation. Then I have 5K left to give pi-s poor raises to the other 9. Maybe I can convince my manager to give me an extra 1500 from my peer’s pool, because his team is worse than mine. Best case. Being a low level manager is great here.
