My manager asked me where I see myself in a year with the company during our 1:1. The last time I was asked this kind of question was my interview. Is this a sign that a layoff is coming?

I’ve been here 8 yrs & get asked this yearly. HR loves these type questions.
HR is encouraging those types of discussions. They know pay/raises/RRP has everyone disgusted and they think managers promoting development will help improve "engagement".
Sounds like your manager wants you to help achieve you career goals. That’s fantastic not every manager does that.
