Remember the code of business ethics: Disciplinary action can be taken, up to and including termination. These bell companies either have the most paranoid management or the most underhanded employees or both
They have to do RTO, most of the workforce 2020 people only have one ability, to collaborate....
They'd be fools to force us back. When I was in office 5 days/week, it was laughable the amount of time I spent chit-chatting, not working. Morning coffee from 7 - 9am or 9:30 followed by a couple hours "work," then a lunch workout, couple more hours "work" and meetings, back home by 4pm.
Bring it, if they must. They'll lose in the long run.
THIS is a perfect example of why AT&T must cut the fat. I'm sure AT&T could do without you and not even notice. Someone else could pick up your job and that would allow them to have a full day of work. T is a big company so it takes them awhile to find non-performers like you, but they will.
On some level, any request coming from the company carries a veiled threat.
The threat is: do it or be terminated.
If RTO is truly enforced, that will increase the negative effects in the existent workforce ,
Cause hiring is going poorly, new skilled employees will be priced in gold
They want to force employees to return to offices where they're less happy, less productive, and have a worse work/life balance while they lay off 20% of the workforce and continue to underpay us compared to the rest of the industry and offer no hope of promotions or raises and eliminate yearly bonuses? That sounds like a solid strategy.

I'm not going back. Let's just see how well T is at tracking and managing RTO, something tells me they will fail miserably.
AT&T will do it the same way other companies do. They will track and limit VPN access to a certain number of hours per week. It is not rocket science, even a H1B can do it. If your computer is not on the corporate LAN network a certain number of hours each week, you will not be in compliance.
