I was too inexperienced at the time to understand why he was so sour when he told me that I got an OD and a huge raise. However, next cycle he made sure he collected information to build a negative story around me. Dropped to NI. Just watch out for that. Yes, the system is flawed.
OP. If you're OD, then don't give up our supervisor the time of day. Obviously, you are protected. One of you will move on soon.
You supervisor must be a direct competitor to you and jealous that you are moving upward more quickly.

Keep a log of your interactions with your supervisor. Do not use company email or Office 365 to keep that log.
Your chronological log with date and time will be especially useful to your attorney when your supervisor drops you to NSI someday and dismisses you. Judges and juries love diaries that are clear and concise.
Tell him to fk off and be a servant leader by climbing to his tall ego and jumping.
