There's no interpretation needed. Those are all "insiders" and IBM is required to file Form 4s on acquisition or disposition of shares. You can find more detail here. The top one, for example, shows Ms. Lamereaux just receive a small $200,000 grant at the beginning of the month.

This are all granted equity, not purchased.
My interpretation of that page is that it shows mostly purchases (not grants or sales) by execs - which means they are putting their own money on the line.
You could speculate that they are being foolish, and time will tell whether or not they are.
