The Business Transformation Program is targeting 50% workforce cuts in 5 years. The 8% annual PIP each year is the path to get there with no severance packages. 20% annual attrition is higher than planned so they are working to accelerate BTP in lieu of retention. Make of this what you will.

Attrition is desired.

Attrition is like a free layoff system, no packages, no press releases, only employee releases.

Rumor is that a new rule for vacation days will be implemented for next year so departing employees cannot get paid for unused 2023 vacation days if quit in January.

Seems two benefits for EM: 1 save money not paying vacation days. 2 more people quit in December so moves more attrition into 2022 to reach attrition target.

News flash: the attrition is not a bug, it's a feature.
