I think my position is on the spot for a layoff. If I begin looking, clicking on, not applying, at a job elsewhere in WF, will my boss be able to see that?

Your boss won't care since they'll be looking at other options as well.
Hiring manager here. The hiring manager can see how many jobs you’ve applied for in your current search. But your current manager wouldn’t have awareness unless he/she was told.

Mgr may not see you apply, but word spreads through grapevine, if not directly (if hiring mgr. or someone close to hiring mgr. knows your mgr).
Your boss doesn't care
Are you doing it on the clock in front of your boss? If not, no.
