It's checking for co-insurance.
If you're covered by another plan, there are some limits and rules that may take effect. This is not a T thing, it's done by insurance companies. I got the same question from my wife's municipal employer.
The letters I've received required a positive yes or no response, with no response treated as "Yes, I have other insurance".
HIPPA? That's the wrong name. HIPAA is the right name. How did you get a job at AT&T if you can't remember the details?

It's a good question to ask now that the PACT Act has been approved. A whole lot of Vietnam, Gulf War, and Global War On Te---r veterans qualify for VA Healthcare and should have to pay extra for using AT&T's insurance.

I wife is in private practice & wanted coverage for her employees but was 1 person short of her insurance coverage supplier so she included me with her employees to get the required numbers, cost was around $50 per mo. T sent out a letter requiring employees to self identify if employees could or were covered by others. I also threw that in the trash. If I filled it out as Yes, I would have paid more for my coverage - If I filled it out as No and T found out, I would have been terminated for falsification of benefits - A cannot win.
So I made a Mgt decision & just 5.hit canned the questionaire.
They did a witch hunt a few years ago trying to catch employees with children on their healthcare plan over a certain age and not attending college. It failed misserably, they spent more on the witch hunt than they uncovered in fraud. What a joke!
Santone and Stankey think they are being slick. They are trying to force any and all employees and retirees to their significant others healthcare plans to save cash.
These d-mb as--s squandered all the corporate equity out of T. Now they want everyone else to pay.
Remember, Santone kept hiring technicians all while there wasn't any work to support them.
I wouldn't do anything to help them save a dime.
They will want you to pay $100 a month or more extra since you can be covered on someone else's coverage.
