Only way out of this decade long mess is to do what Meta/Twitter/Saleforce, etc are doing
Reduce headcount ASAP by 15,000+ and hire a technical CEO

This post makes no sense. Cisco has enough trouble keeping good people as it is. Twitter is being destroyed from the inside (twitter dying probably a net positive for society).
If you lay off a large chunk of your workforce, especially in tech - creative and knowledge work - the rest of the team is handicapped.
Twitter is likely to fail, why would Cisco want to follow in it's stupid footsteps?
Wasting $100b+ on d-mb acquisitions would only matter if it was a performance based company. Executives are immune to bad decisions, switch companies if you don't like it.
