I'm getting a (rubber) Band promotion to GOM as part of re-deployment

Listen, soldier. You need to get in there and tell them to BUTTer up the old mainframe and process the change, or you’ll act like a PIRATE and arrr matey they won’t like what happens next.
Promotions to 7, 8, 9 now require the corresponding Developer Profession badge.
So that badge is the implicit pre-requisite/application for those levels (DP 1 === "7 Ready" etc)
Thing is of all the decent as well as outstanding people you know - most wouldn't satisfy the onerous requirements.
They sound great - and maybe for 10/STSM - but they're wanting mix-master super-heros at any band level.
Boss strongly suggested our team start working on/applying for Developer Profession 3 - which is "Band 9 READY" - but we're almost all band 9 - and (some) hoping for Band 10/STSM
Why should I fill out and apply or DP cert level or my existing band? Esp already band 9? No point! And, well, reading otherwise, Band 10 expectations, "not me". I won't "rest on my laurels" at my band 9 - but personally it's where I like to be professional and daily activity wise. (And STSM is increasingly pulled away from front line manager staffing to 2nd or 3rd line - making it even more difficult even in complex high powered products. But I digress...
Now click (on the table column in by maze of DP resources) on "STSM" and it takes one to a page that says "by nomination" so no help there.
I asked for a promotion, but they countered by offering to raise my salary to pmr 1.0. Then they rescinded that offer, gave me bluepoints as a consolation prize, and refused to apologize. I bought an air fryer with the bluepoints so now I can feed my family. Thanks IBM! /s
What is a bonus? Never seen one here. Got a bunch at NTAP even during poorer times.
