Contractors are still often cut along with employees though. They just don’t get severance.

Exactly. It costs nothing to end their statements of work (SOWs). Although, usually they get cut at the end of the quarter, then a few weeks later the earnings call announces the LR. Less often, the earnings call will announce the LR and then contractors are cut at the end of the quarter after the employees are gone, although they can be cut mid-quarter.
