Why Not Layoff 5000 Employees That Are Working Two Jobs?

This would save those of us working only for Cisco a trip to the unemployment office
Amazing to me that Fran ignores what everyone already knows about this behavior

From Cisco employee contract
You agree that during your employment with the Cisco Employer you will not engage in any other employment or business related activity unless you obtain prior written approval from the SVP of your business unit. You further agree that you have disclosed to Cisco all of your existing employment and/or business relationships, including, but not limited to, any consulting or advising relationships, outside directorships, investments in privately held companies, and any other relationships that may create a conflict of interest.

One of my co-workers got permission from his manager to open a professional services company that competes directly with Cisco quotes
Customers are happy because they pay a fraction of the price for same work

Both my Sales Director and Regional Manager are working two jobs and have hinted that we the rest of us on the team should do the same, so when we get terminated, it will not be a big deal

Exactly. And the OP is asking why Cisco doesn't let them go instead of enabling them to continue to do so. Everyone knows who on their team delivers the amount of work that they don't spend in meetings as work and knows who basically "phones it in" and does almost nothing.

This is rampant! We let go of someone doing this, working two full time jobs. She was discovered because a new hire recognized her from the company he left and said he was in a meet with her at the other company the week before. We confirmed it and cut her off. Cisco is doing nothing.

This post reminds me of an employee in my BU who was affected by the lay off long time ago(~18 yrs). When I tried to find possible reasons from a team member of the affected employee. He replied affected employee's spouse was doing two jobs!
