Intel On Demand. Offering flexible consumption capabilities and the ability to scale performance and capacity in response to real-time demand.
This should be in the official Webster’s dictionary example under the word “flailing”.
So Intel is going to throttle the XEON processors unless customers pay an additional licensing fee to activate them? The link you provided should just redirect to AMD site for EPYC processors. It will save customers the trouble of finding it on their own. Also cloud providers can deliver scalable solutions that won't have the bottleneck of a single server in the customers data center.
This kind of thinking won't beat the competition.
