What is going on and why is this necessary in light of cost cutting efforts at the bank?

If you are not, then you don't need to know.
May be to assess the requests and decline them TO cut costs not allow more of them. Determine what us needed and what is not .
Completely! The guy is a total dud. He talks only in official radio voice and will be easily stumped by any meaningful question
