INTEL Is hiring but will put on hold for now. Construction to continue few more months but these are green badges. Rumors are this may be repeat of 2015/2016 layoffs of workers who haven't gotten stock or promo in last 12 months. These are still rumors bit from good source

A lot of people at the fab level are leaving for TSMC and other companies. We just had another tech and an engineer leave.
There has already been a big loss of senior techs, mostly to retirement. Attrition rate has been very high since COVID lockdown for all levels of techs as well as process engineers. I’m sure the powers that be will weed out some bad apples, it’s a good time to do so but the company cannot afford to loose anymore senior people, not at the FAB level. Management is a different story…..
Definitely will lose the talent war to TSMC.
Perhaps Intel can leverage their new-found talents in building ghost cities in China.

Building the fab shell isn't the big investment. It's all the equipment that goes inside that will require serious capex. It's no big expense to complete construction on the building.

Remember Fab 42, it sat empty for years before they put equipment.
Intel built the fabs to pretend they were doing well and had a plan for the future. It was all to game the stock price. Look up Potemkin village.
That would be stupid of them, what with all the factories being built currently. That is unless they really aren’t.
How can F22/32/42 afford to lose a single technicans? If they lay off any techs why would the remaining techs stick around when there a company hiring in North Phoenix paying more than Intel does? Of we are going to do more work why not get paid more.
