I concur with @6kmy about "CIO a patsy for A* cost cutting" - even with Outlook.
I concur with @hwip that Outlook also served a purpose of burying e-mails - but otherwise think that was just another business quid-pro-pro that is so common with big deals to (1) score them but (2) not have them cost much.
Further to @hwip - yeah, look at IBM's external presentation on what they're selling and (really) offering to do. IOT, Cyber Security, ..... and look around inside and see how many of those actually have active (and reasonable not skeletal) or any dev staff. I think so much from past half decade exists only as outward candy backed only by consulting. Lots of sugar frosting on a dry cake.
But we're also far off OP's topic.
My project just hired two - but I'm kinda mixed - ALL would have appreciated more than token raises instead - but also ALL appreciate the eventual unloading of some of what we've had to shoulder as several others did leave. That said it IS a strong statement in the current environment about our project that we were allowed to hire. Indeed signals like that are one of the very few (or only) signals about your project that you can trust. Likely as it's by action not words.
The hasty switch to Outlook with no migration was purposeful to bury old emails. Yes I’m being serious.
IBM is a shell Ponzi scheme that is being backed into a corner. It can’t buy and spin-off anymore and we will find out within the next year that IBM is a total fraud. Yes I’m being serious.
Why would they move sellers around every year? Because if they stayed with the same clients they’d quickly realize the sells they are making are actually to executives faking a sell. Yes I’m being serious.
If you reach out to any client directly after ibm touts a win, you will find the sale was greatly exaggerated or didn’t even happen. Yes I’m being serious.
Don’t even get me started on the fake technologies coming out of ibm research. Yes I’m being serious.
Start viewing ibm through the lens that they are lying and everything they do starts to make complete sense. Yes I’m being serious.
CIO is trying hard to attract anyone with a pulse to join them. It’s not easy; people are not lining up to work here anymore. Hiring freeze and Kyndryl exit is the perfect storm. And so CIO is picking from leftover IBMers who have reasons why they are sticking around.
To @dmm-* Hmm. CIO? All I've ever (and frequently) seen is their shucking almost anything with little notice and no real time or hardware or personnel to "migrate" anything.
To --> Outlook was one
To --> Developer works - GONE fast. How could we have migrated that quickly enough? to what? with whom?
etc, etc.
So CIO is a patsy for whatever cost-cutting A*Staff demands with little thought for business contuity.
Indeed we frequently told top/Fortune 500 customers "we can't support you with that because CIO took that away - talk to your sales rep about that"
Other stuff almost as stupid. Blue Diamond & ECUREP difficult to use as very difficult to get/share kernel symbols du jour, scripts, .... and the web - for 3 years now - bi----s a double click is "illegal download request" when - sure - few months - let me know it's disabled - then make it do something useful. Ahh. but no staff (esp now) to make/keep anything workable.

@nlz - Right on! Don't wait on these clowns to do anything for you. Your best bet is to find an employer that values your contributions and actually treats you like a human being. Just leave the toxic nightmare behind. 😕
I noticed CIO organization had many promotions in the past year for managing old, inundated financial systems.
Wake up The only thing being raised is the amount being put on PIPs
