Not the only group. If anyone drives around they might see the numbers of pressurized cables that are being taken out of service which affects AP in both the tech workload and support personnel. (Assuming it was replaced by a newer one and done technology such as fiber and yes I understand the repair needs). These smaller groups have typically flown under the radar and have been using attrition to thin the herd. If Stankey is actually going to attack the smaller businesses with the new technology in a cost effective manner it will definitely impact those workloads.
Technicians are safe as long as they are working in Out of Region states. There are no plans to reduce head count in any of the western out of region states because their 3rd level is actually fighting for their jobs.
