getting an understanding of salary requirements early in the conversation is very important and keeps both sides from waiting time. If I want more than they can offer why spend all the time interviews if when you make it to the end you won't accept?
Yes, especially for the same role they will low-ball an internal employee while offering higher pay to an outsider.
