The cutbacks are not based on location but dept budgets, so any location could be impacted if the dept is over budget and/or asked to cut their budget by a certain percentage.

HC cost is low. Gonna say, not much if any.
Malaysia has the smartest, hardest working employees at a low cost.
Would be d-mb to do even a single non-performance related layoff.
