Why would layoffs be any different?
They’re wasting time prepping PowerPoints and sniffing each others butts.
They need to buy several hundred Kleenex boxes from Costco for those awkward Manager + HR rep meetings with impacted employees. Plus HR has to update the 2016 choreographed dialogue between the HR rep and the manager. These things don’t generate spontaneously!
Time to prep HR, legal and finance and yeah these departments themselves have to deal with their own cuts at a time when they have to work the most.
I still think it is less than 7K
@mfw Managers and some HR will be kept on for a couple of quarters to "do" the ICs, but they will take a turn themselves in 2023 based on business conditions. I predict April 2023, but could be sooner.

US requires a “quiet period” ahead of earnings announcements. That’s why no formal announcement yet.

Don't worry guys and have unnecessary stress. Pat is not planning major layoffs. He is going to do 5-7k layoffs in selected non engineering teams.
In addition to coordinating with HR and making the specific people decisions, it takes time for managers to mentally and emotionally prepare to deliver the messages. Can't be done spur of the moment.
