One of the cost saving strategies appears to be to stagnate the hardware roadmap and stand still while the rest of the industry accelerates.

What stands out to me here is that the two IBM rows are the only ones that are not doubling or more their cores/threads.

When was there discretionary spending at IBM? Sr VPs reporting to the CEO have no discretionary spending. They like to think paying salaries is discretionary.

No surprise... this is the playbook of any companies which are unable to grow revenue.
You have to give IBM some credits though... they are surely a master at making this work to show results to shareholders. Buy some IBM stock and enjoy... JK stated on an internal call that his goal is for the IBM stock price to go to $300. Still time to buy your shares folks!
