I think you are somewhat right. I interviewed for a P5 role (currently a P4) and was told there will likely not be any increase in salary despite the promotion.

No my team alone had 5 promotions from senior to Lead. I wa included and got ~6%
Our LOB got raises and bonuses.
This is not the first time I've heard this. In our org, managers can only replace people that leave, not grow teams. Raises are worse than ever; reports of people that are "meets", but get 1% or less increase.
