So, what the story is really saying is that the price is almost back to where it was before Stank and Co's disastrous decisions, and there is not really much in the pipeline to make this a purchase worthy stock unless you like a dividend of 4% or less. Desroches has straight out stated that he is not raising dividends.

Wow, OP, you really cherry-picked that story. If you read past the first paragraph you notice the warnings throughout the rest of the story.

"Nevertheless, beneath the upbeat performance, AT&T’s core growth remains tempered. Modest subscriber gains and a marginal 3.3% growth in its wireless segment highlight the company’s slow expansion pace, while overall revenue growth limps at just under 1%. Analysts project an uninspiring 4% annual earnings growth over the next few years."

In other words, AT&T is a commodity stock. As long as it can stay our of price wars it will be around, though the days of 6% dividend is probably a thing of the past until after the buy back.
