IBM consulting is no better then the little offshore body shops pushing resumes against any open req or subcontract they can hoping for a hit. The limited US onshore opportunities are near non existent when you look at marketplace and internal hires. Most of the so called open projects have resources already wired for their visa workers. Ride the wave and collect unemployment after March 31st or get out while you can.

Bottom 15% get $0, middle 70% get 1X GDP, top 15% get 2X GDP in this new approach. But GDP pool will still always be ~2% of salary so who cares.

They are winning in the marketplace again (but in a negative direction).

What they really need to do is to clean house of all the arrogant and incompetent crooks who made their living lying about what green dollar contracts they got signed and how much money they brought in (but actually lost) on their bids.

This looks like just another way to move more money to the partners and sales staff. I remember from my IBM years that "business outcomes" are largely in management's domain rather than rank-and-file labor (most of the consultants). It's kinda like Elon Musk asking what you accomplished last week...most people would just say "I did my job" and that was that. But management would list the "business outcomes" that these programs rate so highly, like "I raised yearly revenue x%" or something like that.

It'd be fun to be a fly on the wall during the internal discussions about this plan.

Hope the Senior Mgmt in Consulting are going after all those arrogant Partners, Associate Partners and the Sales management types who used to act as if the they were above everyone and the rest of us were dirt. They need to be wiped out.
