Even if just 4 hours of actual work is completed, this will be a higher ratio for many employees who were putting in just 2-3 hours of productive time WFH.

I would suggest most are working 4 hours these days but they are in the office for 8. Between the complaining, gossiping, chit chat and water cooler discussions, 20 minute coffee line back-up etc. With all of these on-goings, I would be surprised if 4 hours of work is actually getting done these days. However, on a positive note there is a lot of bonding going on except it is not really positive discussion mostly about how miserable everyone is with current culture.

I think the whole coffee badging things is a thing of the past with the hours report. They are starting to get the hours reporting dialed in. While I haven't seen or heard an explicit "8 hours" said or written, it has been implied plenty. Its also been implied that your work day is counted only as the time in the office, so if you aren't doing a full 8, then you aren't working as a full-time employee.

I don't like it either. The last time I worked 5 days in the office was April 2010. This su-ks. But it is what it is. This is back to the time before working remote or working from home. Back then, there was no question of "do I only need to be here 4 hours a day?" You worked a full day in the office. That was it. That's where we are now.

With the hourly report, I would expect the number of meetings with supervisors about "not working" to definitely pick up.

Its time to just show up and earn your paycheck. Or don't (at your own peril).

Can you get away with not eating, having heat/AC/electricity, transportation, healthcare, a roof over your head?

You know what the problem (among myriad) is with some people today in the workplace? They live with their parents into perpetuity, so they never have that HUNGER and sense of URGENCY and FOCUS and DETERMINATION which can only come from being 100% RESPONSIBLE for one's OWN survival.

Try living where you don't get any help from anyone else. No help with rent, mortgage, paying your bills, or with buying a car, paying for school, feeding yourself, clothing yourself, and all of the other things in life which require money and planning and hustling on your own, relying on no one else except yourself. If you slack or scam on the job, you get fired. If you don't stick with working, you 're out on the street.

Then what?
Is that a recipe for success?

You're never going to get anywhere if you're always focused on how little you can do, and how much others can cover for you and compensate for your laziness and lack of drive. Your mommy and daddy won't be around forever, and there's no guarantee that you will receive any inheritance. You're ON YOUR OWN in this life, so figure it out, make plans, be flexible, stay focused, attain goals, and create your own destiny.

Or, be a fat fu*kin' FAIL for the rest of your miserable, lame life, faux-wondering why everything went wrong.
