IBM will never move its corporate HQ out of the USA Why USA laws and taxes greatly favor business, and as such the HQ will remain in the USA. Pro business rules
There is a corollary that also follows the above statement. IBM will keep most of its strategic technology based within the USA Why Patent and trademark protection coupled with a very favorable pro business legal system. No other country in the world offers these kind of advantages.
Will IBM continue to downsize the USA and Northern European employee population You betcha Why COSTS. If nothing else, IBM is laser focused on costs, and as long as someone in the world will work for less and deliver equivalent results, IBM will seek them out. (yes this means IBM is hiring 1 for 1 replacements in India)
When CEO gets a 23% pay increase for the year along with the other global executives and debt up the yang yang from buying companies they have no choice but to send the jobs where it's cheaper.
They are living off of the US deficits.
There is no common culture.
IBM should move to India and STOP consuming US resources.
But it would be better for all if the folks in India just created their own
company and give the middle finger to the parasitic executives at IBM.
Time to send these stinky parasites back to their home countries. We don’t want the USA to turn into a cesspool like India. Everyone needs to do their part and make the USA unwelcoming and dangerous for these smelly parasites. Enough is enough. End H-1B and send these POS home.

As the same information is published by both the register and yahoo does not change the fact that 9000 jobs eliminated in US and 27000 jobs to be created in India as replacement.
