Is this RTO just another experiment, similar to the Hawthorne experiment in Illinois? Sure seems like it, is this just another way for at&t to garner publicity? I suppose time will tell, we will have to wait and see.

It is cute you think anyone in Dallas is smart enough to come up with such an experiment. That kind of experimental work is being done by Amazon, Apple, and Meta now and then just poorly copied by the likes of Stankey.
"RTO is to get workers in office and actually work."
Wrong D-mb Mass . . . RTO is to get employees to quit so that severance is not paid.
RTO is to get workers in office and actually work.
If you need to be in the office to actually work then you are the problem.
RTO and presence reporting serve several purposes, one of which is to establish and document patterns of availability. The days of rolling in to the office at 11 AM are coming to an end. I know because I've been called out 4 times now. The L3 and L4 were able to prove I arrive around 7:15 AM every day thanks to COU triangulation and the selfie I take immediately after logging in each morning.

It definitely seems quite possible.
“amounting to a crime against humanity.”
To have workers actually work in the office?
Not at all.
5x8 is becoming a basic workplace standard. Amazon, JPMorgan and most federal and state offices spearheaded it. T is a follower not a leader.
"is this just another way for at&t to garner publicity?"
Absolutely. There is no other employer in the country also mandating RTO. It's a huge civil rights violations, amounting to a crime against humanity. That will get you notoriety.
That's gotta be the plan. 🤣
