Program was still around during PPP. Charlie started in 2019. Whether he cut it or not, he was in charge when it was cut.
Back to the OP's question - it was cut because of some regulatory issue. Like many things from the "good old days" it got abused and came under scrutiny by regulators.

It's still around. Every once in a while I get a feed back request from people that aren't on my team.
Wasn't there a "Performance 365" review system where the Individual contributors got to review the managers. Maybe this was replaced by the silly global survey that everyone lies on.
