Why did we invest all this time, money and variety of resources into improving technology for both our customers and employees, only to return to the office and work like it’s 1980 again? I mean, the props (clunky Cisco phones, desk cubes, etc.) certainly hold the effect up. Thoughts?

Because people have abused working from home, not doing what they're supposed to be doing. This is to have more control of what we do and not do.
It sucks.
I don't even use a desk phone when I go into the office. I go via headset on Teams or whatever via my computer or dial in with cell phone. And since we don't have permanent desks, what's the point? I'm not going to hook up a headset to a physical phone when I go in.
re: desks-- wtf are you going to do to modernize a desk? It's a cube, some are adjustable. yeah, they suck now b/c they're so small but it's still a cube.
Schart & Co. know that no other self-respecting, qualified CEO will take the job running Wells so they're treating it like the Goths treated ancient Rome and are ra-ing and pillaging to their hearts' content. There will be no improvements until they're gone and scorched earth is the only thing left.
Even with the stock buybacks at $60 the stock 3 years later is lower then when Chainsaw joined. He can not even perform his only function, to benefit the shareholders.
I can't wait until I have a super cushy manager job. Show up, but then go to the gym or whatever. Asian massage parlor maybe.
3-5 years from now I might be your boss. You'll have to work harder than you ever have so that I can slack and hit the parlors.
Believe me, as bad as you'll think I am in 3-5 years, I'd be even worse without the parlors.
(Tone doesn't always properly convey in writing, so let me just explicitly say that I'm a nice guy.)
To understand the executive team you need to understand this: no matter what they say, they only have one objective: to get employees, especially long time employees, to quit so they don't have to pay severance. They don't care about growth, getting asset caps lifted, consent orders or anything else. Making people miserable so they quit is the only arrow in the quiver and they will keep going to it until just new comers and a sickly skeleton of beat down employees are left.
Once that's done, the yeah, maybe they'll work in greasing the right palms to lift the cap. Not before.
@geo is correct.
I don’t disagree with the point you wanting to make, but which “ time, money and variety of resources into improving technology for both our customers and employees” are you referring to?
In other words, I only saw Charlie investing in himself personally, and his many failed attempts to get the stock price higher. I can’t point to even one technological improvement that has benefitted a customer, an employee, or a shareholder.
Tell me about. Those lousy VoIP phones are hideous. I hang up on those clowns if they call me from their VoIP phones.
