I am a former employee. I requested my HR file while I was employed by VZ and I was told they are not legally required to provide me this.

Verizon as with most companies ask just three questions when contacting previous employers.
When did you start?
When did yo leave?
Would you rehire this person?
If you’re worried about they’re saying about you, there are services that will put in a call to HR and/or your managers to find out. I would be very surprised if VZ HR released any info that could put them at legal risk.
Your personnel file is property of Verizon. What makes you think you have a right to it? Time to stop being naive.
