That's what happens when you have the majority of people in IT in India - nothing against the people whatsoever, its just a fact their work is sub-par at best (for the most part, there are always folks who are fantastic) and a majority of them don't give 2 craps about the quality of their work.
Wells will see more and more of this as they offshore more jobs.
