IBM got rid of lots of talented people in the past few decades, and the division that was tasked to provide managed IT services was split off into Kyndryl. IBM at this point is a legacy server builder and software developer...they no longer have any dedicated staffing or competence in operating a managed IT service.

They sold it all for cash.

This is only the beginning. This is what happens when you lose all the talented people.

I won’t be surprised if there is an announcement someday.
Something along the lines of “we are selling IBM cloud to Amazon and will continue to provide established services through our close partnership… blah blah blah.”

I've been away from the company for a long time (so no first-hand knowledge), but insiders who would know have told me stories that might provide some insight into the problem. Supposedly "IBM Cloud" consists of various components running on AWS, and some components running via the old Softlayer stuff on AIX, Linux and Windows. Various pieces run all over the place...some in the US, some in Europe, some in Brazil and some in India. AWS, Azure and Google Cloud customers can get network maps by request, where you can see components and resources mapped by region. I would LOVE to see such a map for IBM Cloud, because it would prove most informative.

According to media accounts, a lot of core services were broken: DNS, authentication (logins and IAM), the support portal, object storage, Kubernetes (including container registries), account management, event tracking and reporting, and cloud monitoring. The details are sparse, but you don't need to be a cloud expert to understand the importance of DNS, authentication and object storage.

The last outage lasted around 4 hours, and it wasn't the first time.

Seems kind of surprising that no one at IBM has bothered to do an RCA ( Root Cause Analysis) and make it public. But then again when you have a pathetic CEO and his subordinates of a hi-tech company who are only interested in their mega-million dollar bonuses and nothing else, you get what you ask for. Alvind's bonus should be cut by at least 50% for him announcing that he runs a cloud company but in reality there is NO resiliency and his Indian underlings cannot provide 24 x7 uptime. Clients need to sue IBM for breach of contract if these failures are a regular occurrence.

Lol but better than Internet Archive's outrage last week, the system has still not fully recovered and archiving remains delayed.
