@ev+1k0pj225x withholding and tax rate are two separate things. You weren't taxed at 30%. And standard withholding for bonuses in 22%, not 30%.
44 weeks pay. But the payout was in 2024, which meant 100% of the VSP was taxed at over 30% tax rate.
