If you are on your 60 days non working leave , are you allowed to apply for other jobs within WF? What happens if you’ve already signed the severance agreement ?

This is all in the agreement.
Sure it's possible, but who with any sense of personal worth would subject themself to that type of humiliation? Because going back for more just says, "I'm a loser who can't get hired elsewhere" and/or "I'm an ineffectual drone who always goes the safe route, rather than being a confident person able to forge new paths when given a challenge to grow" to all your coworkers in the "new" job at the same company from where you were previously let go. I mean, if you're good with presenting yourself and others viewing you as a wet noodle, then by all means, go for the opportunity to be once again, passively mixed around in the bowl of slop along with all of the other wet noodles.

There's absolutely no way, under any circumstances, where I'd ever go begging for scraps from an employer who'd previously given me the boot.
Not true. I know a number of people who were laid off and hired into new jobs.
There are managers who prefer to hire laid off employees than someone off the street.

If you aren’t in the core or specialty market for the job, no. They won’t consider you.
If you are, yes you can apply now, during your severance or even after your severance runs out.
@az totally understand where you are coming from - but it might be different if I moved to a different department new management etc
You can apply, but you probably won't be hired.
They just showed you what they think of you, and that your presence there as an employee is of such little value to them, that they decided to cut you loose. They don't want you working there. They've made their decision.
So why would you grovel for acceptance to that very same entity, after they've just let you go, trying in earnest for them to take you back in?
It's like having a spouse/lover break up with you, and you keep pestering them for attention, begging for them to take you back.
Retain your dignity.
Move on!
You can apply, I am interviewing for a few positions, due to a terrible job market, but I am reviewing the consequences of returning.
You are still considered an employee during the 60 days so yes, apply for jobs internally.
