This is the plan for next year… if you are in a HCC, you should be afraid…

a. Rebalance our skills to deliver solutions globally at a profitable margin
Currently 68% of Expert Labs headcount sits in High Cost Countries (HCC). In order to achieve our GP margin expansion target for 2023, we will begin to transition some of the headcount from HCC to Low Cost Countries (LCC) in a responsible manner over the next 3 years to minimize disruption to the business.
Expert Labs will adopt a consistent approach worldwide to execute on this strategy. We will leverage the natural headcount attrition (assumed 3% quarterly) to progressively shift backfills from HCCs to LCCs at 2x conversion (25% in 2023 and increasing thereafter). The headcount to be transferred to LCCs will be split between ISA and regional LCCs which could act as near-shore centers (e.g., within NAFTA, LA and ASEAN). This will enable Expert Labs to increase capacity while staying within the cost budget

Assuming IBM has 250k worldwide headcount, that would mean 37.5k in NA if at 15%. IBM is currently running at approx 65k head count in NA or 25% of worldwide. To get to the 37.5 number, IBM will have to slim down by 25-30k. Quite doable given the current state of IBM (mainframe / Hybrid cloud / red hat centric) As far as management within NA IBM, you are most likely looking at 5-7k needed, thus freeing up 30k for billable engagements if you are still aiming for 15% of total worldwide headcount. Remember IBM is only focusing on enterprise accounts which is approx 15% of the total install base. That leaves plenty of services speciality headcount available within NA.

A 15% or lower headcount in the US means essentially only management non-billable people… no more perform/billable resources.

A person said it last week. IBM is heading to a 15% or lower USA headcount. Europe will be half of that (7.5%), or lower. Second and Third world will take almost all of the rest (Japan and OZ/NZ being the exception)
